Ray Tay is a Senior Vice President / Manager in Moody’s Project and Infrastructure Finance Group. Based in Singapore, Ray covers project finance, transport, utilities and other infrastructure credits in Southeast Asia and India. Ray also authors research and conducts outreach focused on topics such as project bonds and the role of funding diversity and credit enhancement in bridging the infrastructure gap, particularly in emerging markets. Ray is also a member of Moody’s APAC ESG Working Group.
Before joining Moody’s in 2012, Ray was a Director with the Global Infrastructure & Projects Group in KPMG. Ray has also worked as a Senior Business Analyst with the Singapore Power Group, focusing on regulatory economics in each of its principal local operating subsidiaries.
Ray holds a Bachelor’s in Economics with honors from the National University of Singapore.
Marat brings close to two decades of experience including over 15 years in infrastructure, energy and real assets investments and financing. Prior to Pentagreen Capital, Marat was head of the Asia Upstream unit at International Finance Corporation (World Bank Group) within the manufacturing, agribusiness and services industry group, tasked with developing early-stage interventions and bankable projects across sustainable mobility, decarbonisation, waste and circular economy in South East and South Asia. Previously Marat was Senior Director of Infrastructure at Clifford Capital in Singapore and held roles in the HSBC Resources and Energy project finance group in Hong Kong and the KPMG Global Infrastructure group in London.
Marat holds a BSc in Mathematics and Philosophy from the University of Southampton in the UK and is a Fellow of the Institute of Chartered Accountants of England and Wales.
Claire is an Investment Specialist for the Asian Development Bank (ADB), Infrastructure Finance, Private Sector Operations Division, based in Singapore.
In this role she works with private sector clients across Asia to help them finance their projects through project finance, corporate finance, bond issuance and equity investment.
Before joining ADB in 2017, Claire worked at BNP Paribas as an investment banker in Hong Kong.
She holds an MSc in Finance from the Sciences Po Strasbourg, France and has been working in Asia (Hong Kong, Bangkok, Singapore) for over 10yrs.
Claire has a passion for development and for Asia. She speaks Hindi fluently and conversational Thai.
Alex joined HSBC Asset Management as Senior Portfolio Manager in the Infrastructure Debt team in 2021 and is based in Hong Kong. He has 21 years of infrastructure finance experience, having worked in the sector in Paris, Singapore, and Hong Kong (since 2004). He invests in infrastructure debt for projects on a global basis on behalf of institutional clients.
He has advised on, and arranged debt financing for, infrastructure projects in most countries around the Asia-Pacific region, in sectors including power generation, transportation, public-private partnerships, oil and gas and mining.
Alex has advised corporate, private equity and Government sponsors on competitive tenders for greenfield projects, as well as privatizations, mergers and acquisitions. He has structured and delivered innovative financing structures, working with local and international banks, export credit agencies, multilateral development agencies, and increasingly the debt capital market and institutional investors.
Prior to joining HSBC in 2006, Alex worked in the project finance team of Credit Agricole.
Alex has Master of Engineering from Ecole Centrale Paris, France and a bachelor’s degree in Economics from University Grenoble-Alpes.
Spencer Ng is a Vice President – Senior Credit Officer in Moody’s Public, Project & Infrastructure Finance team. Based in Singapore, Spencer is responsible for project finance and infrastructure credits, including power utilities, renewables and airports in South and Southeast Asia.
Prior to joining Moody’s in 2007, Spencer worked for Ernst & Young Transactions Advisory Services in their Project Finance team. Spencer has also held various analytical and accounting roles at ANZ Bank, JP Morgan and State Street Australia.
Spencer holds a Bachelor of Economics and a Master of Commerce from the University of New South Wales. He is also a CFA charterholder.

Yong Kang is an Analyst in Moody’s Project and Infrastructure Finance Group. Based in Hong Kong, he covers project and infrastructure credits in South and Southeast Asia.
Prior to his current role, Yong covered a range of corporates and infrastructure issuers in Korea and Hong Kong as well as Southeast Asia.
Before joining Moody’s in 2018, Yong was with Deloitte in Korea where he provided consultancies to infrastructure, energy and aircraft financing investors.
Yong is a Chartered Financial Analyst (CFA) charter holder and a Certified Public Accountant (CPA) licensed in Korea. He holds a Master of Business Administration(MBA) from The University of Hong Kong and a Bachelor’s in Business Administration from Yonsei University.
