Mary Goodman is the Mission Chief for Kenya and an Assistant Director in the African Department at the International Monetary Fund. She has been a leader of the African Department’s work on debt issues since joining the department in 2020, and earlier took a leading role in Fund-wide efforts to incorporate a macrofinancial perspective into surveillance while in the Strategy Policy and Review Department. She joined the IMF in 2014 and has extensive public sector and market experience.
From 2009-2010, Mary was Special Assistant to US President Barack Obama for financial markets at the National Economic Council under Director Lawrence Summers. She was a member of the team that developed and implemented the US Financial Stability plan during the Global Financial Crisis, working closely with Treasury Secretary Tim Geithner and with other Cabinet-level officials to stabilize the US financial system and support economic recovery. Mary had earlier been an economist at the US Treasury Department for eight years during the 1990s, where she represented the US in the Paris Club as the US G7 Debt Expert and was a member of negotiating teams in the WTO and with key bilateral partners. As Head of the Treasury’s Financial Architecture Task Force, she worked to develop policies to lessen the likelihood and severity of capital account crises.
Immediately prior to joining the IMF, Mary was Managing Director at JAE Credit Management LP, a global liquidity credit fund. She had earlier been a member of the Strategy Group at Moore Capital Management, a global macro hedge fund, for 10 years. Mary holds an MSFS from Georgetown University with distinction and a BA from Stanford University with honors.
David Rogovic is an Vice President - Senior Analyst in Moody’s Sovereign Risk Group based in New York. David has lead and back-up analyst responsibilities for a number of sovereign and supranational credits in Africa as well as Latin America and the Caribbean. David’s prior experience includes the best part of a decade analyzing sovereign credit risk in Western and Eastern Europe, Russia, Turkey and Asia with J.P. Morgan, Nomura Asset Management and Roubini Global Economics, as well as an earlier stint with S&P’s financial institutions division. David is a Fulbright scholar (Economics Institute, Zagreb) and was awarded a Master of Public Administration from the School of International and Public Affairs at Columbia University and Bachelor of Arts (Economics) from Pace University.
Dion Bate is a Vice President – Senior Analyst with Moody’s EMEA Corporate Finance Group based in Dubai. He is responsible for South African and Turkey based corporates covering a diverse range of sectors which includes REIT’s, Telecoms, Transportation/Logistics, Diversified Conglomerates and Investment Holding Companies. Previously, he was responsible for rating South African and European RMBS securitisation transactions. Dion joined Moody’s as an Associate Analyst in August 2003 from BNP Paribas (London) where he was an Analyst modelling and structuring leveraged finance transactions. Prior to that he was an Equity Analyst at Standard Equities covering small cap stocks on the Johannesburg Stock Exchange. Dion graduated from the University of Pietermaritzburg, Kwa-Zulu Natal and holds a Bachelor of Commerce degree with Honours in Economics. He is also a qualified Chartered Financial Analyst.
Christopher Bredholt is a Vice President – Senior Credit Officer in Moody’s EMEA Infrastructure Finance team, based in London. He covers a diversified portfolio of mainly project finance issuers across sectors including renewables, oil & gas, transport, social infrastructure and digital infrastructure. Christopher has broad experience assessing complex structures and credit enhancement mechanisms for emerging market project financings. He represents the Infrastructure Finance team for Moody’s analytical activities in the African markets.
Christopher has published widely on trends in project finance and on the renewable energy sector, and contributed articles to major industry journals. He is frequently invited to represent Moody’s at industry conferences and regularly meets investors and intermediaries.
Moody’s has a leading global Infrastructure Finance franchise, rating some US$2 trillion of corporate and project finance securities, representing more than 90% of all public bonds issued globally in the sector. 180 analytical sector staff cover more than 1,700 infrastructure issuers globally. Moody’s EMEA team of 46 specialists is responsible for rating around 430 issuers. The rating agency covers more than 39,000 issuers and transactions.
Before joining Moody’s, Christopher worked for Oxara Energy Group in London and JPMorgan Asset Management in New York. At Oxara, he had responsibility for investment screening, valuation, asset management and project financing of renewable energy assets across Europe. At JPMorgan, he was an analyst on the over-the-counter fixed income derivatives desk.
Christopher holds a BSc in Economics (Finance) from the Wharton School at the University of Pennsylvania, an MPhil in International Development from the University of Oxford (St. Antony’s College), and is a CFA charterholder.

He also has extensive experience in covering a number of countries across the Middle East and Eastern Europe. Christos has been a key speaker at Moody’s and third party events, discussing Moody’s banking system outlooks and views on financial inclusion, innovation and technology. He has also conducted high-profile broadcasts and other media interviews. Christos is now the lead banking analyst for Cyprus, Jordan, Kenya, Ghana, Mauritius and for a portfolio of financial institutions in Saudi Arabia.
