Dr. Michael Taylor is a Managing Director for Moody’s Investors Service. He is also Moody’s Chief Credit Officer for the Asia Pacific region.
Michael leads regional research, particularly with a cross-sectoral and macro credit focus, as well as coordinating major regional analytical initiatives.
Michael joined Moody’s after a distinguished career in several leading central banks and international financial institutions, including roles at the Bank of England, the IMF — where as Resident Representative, he was closely involved in the resolution of the Indonesian financial crisis in the late 1990s — and the Hong Kong Monetary Authority as Head of Banking Policy. He was also the Advisor to the Governor of the Central Bank of Bahrain.
Michael has also had a distinguished academic career, including as Reader in Financial Regulation at Reading University. He has published widely on financial stability and financial regulation, and given seminars and lectures at the Said Business School at Oxford University, at Harvard Law School, Columbia University, and The University of Hong Kong.
Michael holds a bachelor’s degree as well as a doctorate from Oxford University. He also holds a master’s in International Business Law from the University of London.
Lillian Li is a Vice President–Senior Credit Officer in the Credit Strategy and Standards Group. Based in Shanghai, Lillian contributes to thematic research on China, Japan and Korea, particularly with a cross-sectoral and macroeconomic credit focus. Lillian also drives and coordinates research initiatives covering major regional credit events.
Lillian’s role includes designing scenario analysis to test the resilience of credit ratings to a range of potential economic outcomes, as well as developing research publications on macro and credit trends and general market outreach for Great China.
Lillian joined Moody’s after eight years with the McKinsey Global Institute, where she led China macro-related research, including trends related to the macroeconomy, local government debt, as well as urbanization and sustainability. Lillian was also involved in analyzing the real estate, steel, auto and internet retail sectors. Prior to joining McKinsey, Lillian was an Economic Analyst with the Canadian government’s Department of Foreign Affairs and Trade. Lillian holds a Masters in Economics from the University of Ottawa and an MBA from the University of Warwick.
Deborah Tan is an Associate Vice President within Moody’s Credit Strategy and Research Group. Based in Singapore, she leads Moody’s thematic research for India, Southeast Asia and Australia with a focus on producing forward-looking macro-credit insights and outlooks. Her responsibilities also include designing scenario analysis to test the resilience of Moody’s rating methodologies and assessing the impact of these scenarios. Prior to joining Moody’s in 2019, Deborah was a macroeconomist at BHP Billiton where she covered both India and the US and led the Group’s interest rate, FX and long-term growth projections for key markets. She has also worked at the Monetary Authority of Singapore and PWC. Deborah holds a master’s in Economics from the University of Cambridge and a bachelor of science in Economics from University College London.
Rachel Chua is a Vice President and Senior Analyst with the Corporate Finance Group in Singapore. She covers a portfolio of investment grade and high yield energy companies across the Oil and Gas, and Chemical sectors in South and Southeast Asia. In addition, her coverage also extends to Singapore real estate investment trusts.
Before joining Moody’s in 2012, Rachel was with KPMG Corporate Finance, where she advised clients on financing infrastructure transactions.
Rachel holds an MSc in Accounting and Finance from the London School of Economics and Political Science.
